WESCo automates billing pipeline to eliminate red tape and ensure compliance with the Ease of Doing Business Act

System removes human discretion from invoice tracking, automatically scheduling regulatory escalation to ARTA and the Office of the Ombudsman for unexplained delays.

ANTIPOLO CITY, Philippines — July 15, 2026 — Wattsavers Energy Services Company (WESCo), a multi-discipline general contractor serving government agencies across the Philippines, has fully automated its billing pipeline, removing manual handling from invoice submission, tracking, and follow-up. Accompanying this upgrade, WESCo has published a strict escalation policy applied universally when an invoice is delayed without formal explanation.

The system is designed around a simple premise: human discretion is where administrative delay enters. Republic Act No. 11032, the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, was enacted to combat this exact pattern. The law mandates processing times of three working days for simple transactions, seven for complex ones, and 20 for highly technical ones. It enforces a zero-contact policy and makes unreasonable delays punishable by suspension, perpetual disqualification, fines up to ₱2 million, and imprisonment.

For government contractors, systemic friction often appears only after work is completed and signed off. Invoices are routinely misplaced, previously submitted documents are requested again, and new requirements surface piecemeal. Because these hurdles are rarely put in writing, they create an environment of deniable, perpetual delay.

Automated system note

In strict observance of Republic Act No. 11032, our billing pipeline is automated. Invoices subjected to unexplained processing delays, deliberate payment holds, unsubstantiated claims of missing documentation, gross negligence, or anomalous communications are automatically flagged by the system. Once triggered, independent regulatory reports are programmatically prepared and scheduled for executive dispatch to the Anti-Red Tape Authority (ARTA) and the Office of the Ombudsman.

WESCo notes that the vast majority of its public sector transactions are completed properly and on time, often by personnel working under budget and staffing constraints they did not create. For these agencies the policy changes nothing. Printing the automated system note is intended to establish the escalation path upfront, framing it as a standard operating procedure rather than a reactive threat.

The company is equally direct that bad actors exist. Where they do, the cost is carried first by contractors who must pay to be paid, and ultimately by the public, whose projects are delayed and whose money covers the difference. WESCo's position is that a company cannot call for reform it has not applied to itself. The automation removes discretion on WESCo's own side of the transaction first: no WESCo employee can decide to smooth a payment, and none can be asked to.
