Wattsavers rated Outstanding by AFAB and Excellent by BCDA for 2025 supplier performance

ANTIPOLO CITY, Philippines — May 29, 2026 — Wattsavers Energy Services Company (WESCo), a multi-discipline general contractor serving government agencies across the Philippines, has received top performance ratings from two national government agencies for calendar year 2025.

The Authority of the Freeport Area of Bataan (AFAB), an agency under the Office of the President, awarded WESCo an overall performance rating of 3.00 — the maximum on its scale — equivalent to an Outstanding Performance Rating. The evaluation was conducted as part of AFAB's annual review of external providers under its ISO 9001:2015 quality management system, and assessed quality of goods delivered and services rendered, observance of delivery requirements, commitment to timely response to agency feedback, and completion of the conformed purchase or work order. The result was issued on May 21, 2026 over the signature of Maureen P. Camilo, Division Manager A, Procurement Management Division.

Separately, the Bases Conversion and Development Authority (BCDA) rated WESCo Excellent on its 2025 Supplier's Rating Sheet. BCDA scores merchants and suppliers on a weighted scale — price at 40%, quality of product or service at 30%, prompt delivery at 20%, and general service and after-sales support at 10% — and reserves regular issuance of requests for quotation for suppliers holding a satisfactory rating of 90% or above. The certificate was signed by Desiree L. Paras, Officer-In-Charge, Property and Procurement Management Department.

“These ratings measure exactly what we ask of our own people: deliver on the date the order says, answer the agency in the same week it writes, and close the paperwork out properly. That is the commitment, and it does not scale up or down with the size of the contract. Two agencies scoring us against their own criteria tells us we are holding to it.”

Both evaluations measure delivery rather than capability. AFAB's criteria turn on whether work was completed on the date the purchase order specified and whether feedback was answered without delay; BCDA weights prompt delivery and after-sales support at a combined 30% alongside price and quality. Neither asks what a contractor claims it can do.

“Every one of those criteria is something a client experiences after the contract is signed, when the sales conversation is over. That is the part of the job most contractors get graded on privately and nobody ever hears about. We would rather it be on the record.”
